The only reason Susan Don says to the Cisco security partners to sell security as a part of every deal is because Cisco is getting a whooping in the security market. Their security solutions do not have the quality or dependability stand alone. Cisco had so much trouble trying to be perceived as a security company, they had to go back and coat-tail security with areas that they dominated like routing and voice because their security products could not compete head to head with other security technologies.
